Children’s Advocacy Center for the 31st Judicial District is a 501(c)3 organization governed by a voluntary Board of Directors, Advisory Committee, and managed by a full-time staff of three. CAC31 is comprised of residents from Warren and Van Buren who are committed to our mission and the longevity of this Center. We are located at 1350 Sparta Street McMinnville, TN 37111.



Get to Know Our Team

MLee HugginsM’Lee Hudgins, Forensic Interviewer

M’Lee serves as our CAC’s Forensic Interviewer and Child Protective Investigative Team Coordinator.  She earned her bachelor’s degree in Social Work from the University of North Alabama.  M’Lee’s career path has led her to work in foster care case management and mental health case management. She also has experience in family counseling working with at-risk youth and their families.

M’Lee’s passion is helping victims of severe abuse. Her enthusiasm and infectious personality make it easy for children to talk to her. She has interviewed well over 1000 children in her 10+ years as a child Forensic Interviewer.  “The children tell me things in the interview to help investigators with their various tasks. It always seems in the end that I am the one learning from that particular child. They are all so unique, as well as their stories,” says M’Lee.

Robin CutrellRobin Cutrell, Victim-Family Advocate
Robin’s role as our Victim-Family Advocate is a vital component in the success of our CAC. She serves as a liaison to the child and their non-offending caregiver to help guide them through the process, lends moral support, and assists with acquisition of any necessary resources.
Robin is from Manchester but now calls McMinnville home along with her husband and young daughter.  When not dedicating her time to our CAC, Robin enjoys spending time with family and friends, visiting the beach, and watching football. She is a graduate of Coffee County Central High School, Motlow State Community College,
and MTSU. She holds a B.S. in social work.  Robin’s “enjoyment of her work with children and families” is what led her to our CAC. Before joining us she served as a Youth Services Officer in Coffee County.    Compassion and a cheery personality are Robin’s key traits that help our families overcome the potential stressor associated with child abuse.  

MMartha Phillipsartha Phillips, Executive Director
As the Executive Director, Martha is responsible for maintaining CAC31 daily operations, program development and enhancement, as well as coordinating fundraising efforts.  Martha’s business background combined with her zeal for non-profit work serves her well in this position.  

Martha found her passion for helping others as a young teenager.  “My first experience was working with an organization that provided Christmas to children that would not have Christmas gifts.  It was a sobering thought that there were children in my hometown who had so little; I just had to help.”

“I intend to use my organizational skills and past experiences to fuel the continued stability of CAC31.”  Our longevity and deeply rooted commitment to our mission will help eradicate child abuse in Warren and Van Buren Counties.


Child Protective Investigative Team (CPIT)
Our model combines law enforcement, criminal justice, child protective service, medical, and mental health professionals into one coordinated team to investigate, intervene, and validate of any allegation of severe child abuse.  This multi-disciplinary approach helps to minimize the additional emotional distress endured by victims of child abuse.

The CHILD is the reason, the focus, and the purpose of CPIT.  Our objective is to provide a forensic interview to children who are suspected victims of severe physical abuse, drug exposed environments, and/or child sexual abuse.

By working as a team of professionals, we can:
Reduce trauma for the victim and the non-offending family.
Improve the quality, quantity and timeliness of information/evidence gathering, case evaluation, and decision-making.
Hold offenders accountable. Proceed with investigations, arrests and prosecutions as applicable.
Support the victim and family in the healing process with family advocacy, medical, and counselling services.
